EULEX is the largest civilian mission ever launched under the Common Security and Defence Policy (CSDP). The central aim is to assist and support the Kosovo authorities in the rule of law area, specifically in the police, judiciary and customs areas. The mission is not in Kosovo to govern or rule. It is a technical mission which will monitor, mentor and advise whilst retaining a number of limited executive powers. EULEX works under the general framework of United Nations Security Council Resolution 1244 and has a unified chain of command to Brussels.

The Vizada Networks solution consists of a 3.7m antenna with RF transmission components in addition to configuration and commissioning setup for the protocol and NMS Servers for the VSAT hub at the EULEX HQ in Pristina. Vizada Networks will also provide ten 2.4m VSAT antenna assemblies with RF transmission components and baseband with integrated router for remote sites, and 1.5 MHz of capacity in the Ku Band, delivered using Intelsat 10-02.
The contract requires Vizada Networks engineers to install the VSAT hub and the first remote site, and supply training for EULEX engineers to carry out the remaining remote terminal installations in order to complete the network. The training will take place during the installation of the Hub and first remote terminal.
