Additionally, the ISRO is party to a signing of three agreements by the Prime Minister of India, Dr. Manmohan Singh, with France, all dealing with space issues. The first is a Framework Agreement outlining cooperation between the two governments in the exploration and use of space for peaceful purposes, including such activities as joint R&D projects, satellite instrumentation, the development of small satellites, weather and climate change study using EO sats, and the development of ground infrastructure for various satellite programs. The second agreement is a MoU between Indian Institute of Space Science and Technology (IIST) of the ISRO and Ecole Polytechnique (EP) in Paris for academic and research collaboration. And the third agreement signed between the ISRO and Astrium is to work on solutions for international markets for in-orbit delivery of the latter's earth observation satellites using the PSLV launch services offered by Antrix (the marketing arm of the ISRO). The latter agreement was signed by Dr. G. Madhavan Nair, the Chairman of ISRO/Antrix and Secretary Department of Space and Mr. Francois Auque, the CEO of Astrium.
