Led by the Office of the United States Trade Representative (USTR) and the Department of Commerce, the JCCT is an annual dialogue between the U.S. and Chinese government that provides a forum to resolve trade concerns and promote bilateral commercial opportunities. Telecommunications industry concerns with China highlighted in this year's submission include:
- implementation of WAPI as a mandatory wireless encryption standard
- transparency and redundancy issues in China's type approval process
- restrictive information security practices
- protectionist policies associated with indigenous innovation initiatives
- foreign equipment certification processes
- restrictions on online video content
