...with its annual Stellar Award for Government Service. Lt. General Larry D. James, Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, US Air Force, and Douglas L. Loverro, Executive Director, Space and Missile Systems Center, Air Force Space Command, will be honored on March 19 during the Stellar Reception prior to SSPI’s annual Gala Dinner. The Stellar Awards honor service to the United States Government using satellites and satellite technology.
Lt. General Larry D. James, Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, US Air Force Lt. Gen. Larry D. James is responsible to the Secretary and Chief of Staff of the Air Force for policy formulation, planning, evaluation, oversight, and leadership of Air Force intelligence, surveillance and reconnaissance capabilities. As the Air Force's Senior Intelligence Officer he is directly responsible to the Director of National Intelligence and the Under Secretary of Defense for Intelligence. He has held a wide variety of operations, intelligence and acquisition assignments, including space shuttle payload specialist, Air Staff program element monitor, Chief of Operations, 14th Air Force and Director of Signals Intelligence, National Reconnaissance Office.
Douglas L. Loverro, Executive Director, Space and Missile Systems Center, Air Force Space Command, Los Angeles AFB Douglas L. Loverro, a member of the Defense Intelligence Senior Executive Service, is the senior civilian executive and principal assistant to the commander. He is credited with a wide-ranging list of accomplishments including the invention of the supersonic chemical oxygen-iodine laser, now the heart of the Air Force's Airborne Laser; the initiation of the Air Force's Global Broadcast Service; and establishing the foundation for all Global Positioning System modernization. In November 2002, Mr. Loverro was selected by the Under Secretary of the Air Force to lead the Future Imagery Architecture Program, the nation's largest-ever space system development.

“General James and Mr. Loverro were selected by the SSPI Awards Committee and their Advisors for their vision and commitment to building collaboration between government as the customer and the commercial sector as its supplier,” said Executive Director Robert Bell. “It is through such collaboration at the government can gain the greatest value from the capabilities that the commercial sector provides.”
The Stellar Reception is an exclusive reception immediately prior to SSPI’s Gala Dinner on the opening night of the SATELLITE 2013 Conference and Exhibition in Washington DC. SSPI will also be honoring the Hall of Fame Inductees during the Stellar Reception. They join previous honorees of the Stellar Award: Lieutenant General Ellen M. Pawlikowski, Commander, Space and Missile Systems Center, Air Force Space Command, and General James Cartwright, then-Vice Chairman of the Joint Chiefs of Staff.
