Per Hovstad and four other representatives from the APSCC (Asia-Pacific Satellite Communications Council) member companies were presented the ‘Asia Spectrum Defense Team’ Special Award at the 2008 APSCC Awards Ceremony held on the 23rd of September in Jeju Island, Korea. Per Hovstad was the Manager for the Spectrum Management Section of Asia Satellite Telecommunications Co. Ltd. (AsiaSat). He had served AsiaSat since 2000, and worked actively on a wide range of frequency coordination and protection activities, and ITU (International Telecommunication Union) matters, including preparations for World Radiocommunication Conferences such as the WRC-07, -03 and WRC-2000. Based on a series of criteria set by the APSCC Awards Selection Committee, the ‘Asia Spectrum Defense Team’ Special Award was presented to the five representatives of the APSCC member companies who first united and then collectively expended the tremendous effort required to publicize the issue such that the integrity of the C-band spectrum used by satellite application could be maintained. As a result of this joint effort, it was concluded at the WRC-07 in November 2007 that the future mobile phone systems (IMT) were not widely accepted in C-band.
